I have to agree with SC3. PD porting from one EB category to another is a provision that falls within USCIS guidelines.
Yes, if an overwhelming number of applicants from a (more) retrogressed category port to a non (or less) retrogressed category, it 'hurts' some people.
I am EB2-I 2006 by the way, and this will hurt me as well. But I can't bash someone for utilizing to their advantage an option that is provided by the system.

Sure, he will face lot of difficulties, if his employer failed to file for H1 amendment when his job profile/responsibilities changed. There is a procedure in place whenever for cases when job profile changes. My job profile was changed, but my employer filed for both H1 amendment and new I-140 to reflect new job duties.
When new I-140 is filed in such cases, beneficiary retains his/her priority date.

The prices in Hyderabad are pretty high right now. But I do not think any bubble will burst and they will come down. If anything they will maintain their current value. This is what I noticed during a recent trip to Hyderabad:
1. The people who are buying at USD$200K or USD$300K are already rich. I think they are just using this as a conduit to convert their black money into white.
2. People who are buying are not looking for a quick turn around. They are in it for the long haul.
3. The outer ring road construction is going on in full swing. It is a pretty wide road. Once done, travelling from one corner to the other would not take hours as it is taking now.
4. The metro rail project recently got awarded to Maytas consortium. They expect to have it working by 2012 and will help travel from the outlying areas.
5. The development of the city is not being limited to just one corner. Different industries (and SEZs) are being planned in different corners to help growth across the city.
What once used to be city outskirts with scant houses spread around are bustling with construction activity. And city is expanding tremendously. I can give one example that people who are familiar with Hyd can picture in their mind:
The road that goes from Lunger Haus to Gandipet via the military area.
As it was in 1996: Once you crossed Lunger Haus, there were very few civilian houses. There was a small village near the Vasavi Engg College. And then a small village (Narsingi). And then the Gandipet village. There was nothing but open land elsewhere thru the route.
As it was in August 2008: The military area remains the same. But there are developed houses all the way from Lunger Haus to Gandipet and beyond. And there are still quite a few projects going on to build educational institutions, residential bungalows/condos etc.
The outer ring road happens to go thru the Narsingi village. And this made the property values in that area to sky rocket.
Considering all these, if you can afford it, get a piece of action now. But do not expect the value to double in just a couple of years. It will be atleast 4 or 5 years before you can expect your property value to go up significantly.
if you take gapala's reasoning and your observation, it means there are more rich men in India(or cities in India) than here in USA. It is hard to believe that. Be patient, the prices will come down.

While IV is a big organization with 20K+ members, I haven't seen the transparency, All I have seen is tons of threads being created requesting members to donate money, However Is there any transparency in the way the money is being spent the answer is a Big NO.
Is IV a big organization ? Yes. Definitely. With more than 20K members it is a big org.
But what transparency do you or we need about contribution money ?
Overall I had not seen monthly contribution going more than 2 - 3 K per month in last 3 years. And I think that would be enough to maintain the server and software cost, that too if spend very carefully. Cause we have more threads than contributions and it does costs to maintain and keep servers / Software up.

You are only waiting for 7 years. Wait time is calculated from Priority date not the date you enter the country.

Does PD exist just to be able to file I-485? Or as some members say, does it also play a role after filing I-485 for adjudication? Does CIS go by PD or RD when the visas are limited?
Let's say A has PD(Priority date) Dec 2004 and RD(Receipt Date) Jul 25 2007, and B has PD Mar 2007 and RD Jul 2 2007. Who would be adjudicated first?

I don't see what is really different. I am not talking about July 2007. I am talking about May or June bulletin 2007. Do you mean the bulletin on May or June 2007 is to utilize the visa so the dates are not the "real" date? Then how do you know Aug. 2008 move is not for the same purpose? Especially if this movement is caused by spillover.
There is chance that CIS and/or DOS know the breakdown of categories by country now as against last year. That is being a bit on the optimistic side.

Not really h1b is a different track all together. If 485 is denied and the denial is final - person is still free to work till h1b expires thats why lawyers say h1b is safer

What spillover for EB3 you are talking about? Based on how they interpreted the spillover law last year, EB3-I can't get any spillover until EB2-I and EB3-ROW is current and thats decade away.
I am just trying to get the facts. I am not against EB3-I as I myself is EB3-I and waiting for my turn since last 7 years.

I Agree with you, EB3 I will never ever be current unless there is a resolution or releaf passed by Mr Change (Obama) or his lobby, there is no light beyond this tunnel until we see some releaf which does not look getting this year atleast and may be another couple of years.
Predictions are good to just hear and watch and here predictions are like lovely dreams which will never come true unless untill any big chnage is taken place, and the only person who i have hope with to do something for EB3 I is President Obama.
But he is kind of busy with other important issues and our issue is not that important for him reason may be we are not his vote bank and will get to the curve of getting the GC when we are very close to our graves.
This is really furstating and freinds sorry to express my frustration here on this forum but i am done and just look at my PD Dec 2001 for the past 1 year i hear from my lawyer you are just the next badge and should be current in the next bulletin.
I think we should live everything aside and just do our best at work thats what i am doing and thank god for getting our bread and butter in this economy.

I am not promoted. I believe my case is based on my MS + couple of years exp. All these details are what ever I know. Please seek expert attorney advice. I think attorney knows better based on our situation.
